Novo Marco Regulatório da Mineração

The brazilian president Dilma Rousseff signed in June, the bill that was sent to Congress on an emergency basis for the creation of the New Regulatory Mining. The expectation is that it be reviewed and approved in the second half of this year. Among the proposed changes is the creation of the National Mineral Policy and the National Agency of Mining.

From the project, besides the new schemes of mineral uses, are also the  Concession Agreement for Research, who preach that concessions will be preceded by public tender or call; presenting a unique title for prospecting and mining, the deadline is be 40 years renewable for 20 years, successively; the qualification criteria are technical and economic-financial, that there will be local content requirement and that there should be provision for a research phase with a deadline. There will also be Bids, Public Calling and Authorisation of Exploration of Mineral Resources, with regulation.

In relation to financial Compensation for Exploiting Mineral Resources (CFEM), there will be new basis, new rates and new distribution criteria.
